Bridging The Gap: How a 2Oaks Virtual CIO kept programs, vendors, and project delivery on track through a planned CIO transition

2Oaks Consulting case study cover, navy and copper design, titled Case Study: interim Virtual CIO bank transition.

A Schedule I chartered bank had already identified and hired a new technology leader to take over as Chief Information Officer but this new incoming CIO wasn't available to start until April. That left a four-month gap during which the bank still needed full executive-level IT leadership: active programs and vendor relationships had to keep moving, projects already underway couldn't lose momentum, and the executive leadership team still needed a seat filled at the table for IT reporting and advisory. Rather than leave the role vacant or ask other executives to absorb it on top of their own mandates, the bank needed an experienced interim leader who could step in immediately and hand off cleanly once the incoming CIO arrived.

Outcomes

Zero Disruption Operations, vendor management, and executive reporting continued uninterrupted for the full four months.
Projects On Track All in-flight initiatives continued to be delivered on time and within budget throughout the transition.
Platform Launch A new loan origination platform went live during the engagement.
Core Banking Upgrade The Core Banking platform's DK upgrade was implemented smoothly.
Architecture Roadmap Documented a clear as-is architecture and developed a Horizon-based to-be architecture.
Clean Handoff A structured one-month overlap gave the incoming CIO a running start rather than a cold start.
Ongoing Partnership 2Oaks continues to provide the bank with expert resources supporting its ongoing project portfolio today.

The challenge

A Schedule I chartered bank had already identified and hired its next Chief Information Officer, but the incoming leader wasn't available to start until April. That left a four-month gap during which the bank still needed full executive-level IT leadership: active programs and vendor relationships had to keep moving, projects already underway couldn't lose momentum, and the executive leadership team still needed a seat filled at the table for IT reporting and advisory.

For a bank, a gap like this carries real weight because IT leadership is the point of accountability for vendor governance, program discipline, and the steady reporting the executive team relies on to make decisions. An unmanaged transition risks stalled projects, vendor relationships left without a clear owner, and a leadership team flying without full visibility into its own technology portfolio at exactly the moment it can least afford it.

The approach

2Oaks placed Derrick Smith with the bank as a Fractional / Virtual CIO for the full four-month bridge. Derrick assumed the complete scope of executive IT responsibility: day-to-day operational oversight across the IT function, ongoing program and vendor management for initiatives already in flight, project oversight across the active portfolio, and regular reporting and advisory to the executive leadership team.

The engagement was deliberately structured to go beyond coverage and include continuity. Rather than a hard handoff on the incoming CIO's start date, the plan built in a one-month overlap in April so the new CIO could ramp up with direct knowledge transfer from someone who had been running the programs, vendors, and projects firsthand.

The impact

The bank moved through its planned leadership transition without a gap in executive IT coverage, and without slowing down the work already underway. Operations, vendor management, and executive reporting continued uninterrupted for the full four months, while all other in-flight projects stayed on time and within budget. A new loan origination platform went live during the engagement, and the Core Banking platform's DK upgrade was implemented smoothly.

The team also documented a clear as-is architecture and developed a Horizon-based to-be architecture. A structured one-month overlap gave the incoming CIO a running start rather than a cold start, and the relationship has outlasted the bridge itself: 2Oaks continues to provide the bank with expert resources supporting its ongoing project portfolio today.

The engagement didn't end with the handoff. The bank and 2Oaks have continued working together beyond the original four-month bridge, with 2Oaks now supplying expert resources to support the bank's ongoing project portfolio. What started as a transition bridge has become an extended partnership, a good indication that the interim leadership model entrenched trust that outlasted the immediate need.

2Oaks Consulting provides interim and fractional executive leadership, program and vendor management, and technology advisory services to organizations navigating change; leadership transitions, technology transformations, and periods where senior oversight is needed without a permanent hire. 2Oaks steps into these roles with ease and full accountability, not just advice from the sidelines.
